1. How does Fragmented Shield on the caster compare to Blazing Shield with regards to shield size and return damage in PVP? I do not care much about Fragmented Shield's effect on group because I usually play solo.

2. Are the Argonian's 6% healing buff and the major and minor mending buffs affect Green Dragon Blood's healing since it is a percentage of your missing health?

1. Blazing Shield is stronger, but it has a shorter duration (6 seconds) and does not apply to the whole team like the Rock Shield ability that DK's get. Fragmented Shield (and all the morphs) are more of a team oriented skill, even though you definitely can get benefit for yourself. Additionally the healing bonus should apply to GDB.
2. Argonian buff should work on GDB as far as I'm aware. The Magnitude of the heal from GDB just depends how injured you are, making it relatively unique for the most part.
