Should there be a PvE/PvP Underground Fighting Ring?

In another MMORPG called RIFT, there is an underground fighting ring where potential players fight one of 16 possible fighter NPCs to win artifacts and a bit of cash.
So my question to you is: Should there be a PvE underground fighting ring like RIFT has? Should ZeniMax take it one step forward and make a PvP underground fighting ring too?
