Also try disabling Kaspersky while you play and see if it makes any difference.

I think most probably your CPU is bottlenecking the GPU. From benchmarks your cpu performs worse than a i7-3770. Sounds like micro-stutters, they can be a pain in the back to eliminate as they can be caused by various stuff. For starters, try this:
- always close the launcher after the game started
