I doubt that pricing is accurate these days, my laptop thats a year old and runs it on ultra was only $1600 ish ...I'm eyeballing this...is it similar to yours?

That should be fine for your kid. Anything better and you should make him buy it himself LoL. in all seriousness, I would think that could play on ultra with an alright FPS.
I have an overclocked i5, 16 gigs of ram, 750ti sli cards and of course SSD for the master hd. I play everything over ultra meaning, view distance maxed, particles etc everything turned all the way to the sky and I still have 50fps on average. Cities that are busy drop to maybe 30 but its still fine. Cyrodiil same thing. 30-40fps when its going wild.

I recommend building a pared down performance machine.
Off the top of my head (and there are better resources out there that show for example Witcher 3 builds with relatively low cost):
-i5 processor
-large, cool and quiet Antec case (and not one with lights on it as you'll get sick of them)
-GPU and CPU only perform as well as your motherboard and PSU allow them to (I always stress this)
--recommend 150 dollar ish motherboard and 600+ W Corsair power supply (or other trustworthy power supply brand)
-GPU: Stick with NVidia if you don't want incompatibility headaches
--760 GTX apparently does the job with newer games, might be able to pick up a 680 GTX for cheaper and higher performance; do the research on this though

Yeah I pieced one together 10 years ago, is it still cheaper than built ones or is the economy of scale winning out these days?

Watching the class action lawsuit against Nvidia on the 970 memory issue. I haven't noticed as much of the issues as were claimed. But I have noticed the transition from 2.5G DDR to the upper part of 3G DDR the screen will flash black for a real quick instance. So I would not advise anyone to get the GTX 970. I wish I had knew about the memory Issue before I bought these cards.
