I personally wouldn't want it. I like ESO:TU without dueling. All it is, is bragging rights and "get rekt". How does this 'make friends'?
Even with an option to block the duel, one would get rude comments about their gender and stuff like that (due to being too scared to get their butt handed to them). The type of behavior that makes me keep zone chat blocked.
Implementing dueling the right way isn't going to take anything away from people who don't want to participate.
PvE exclusive people saying no to dueling is the same as PvP players saying "don't make X dungeon". PvP players see "looking for group" messages for dungeons on chat all the time, but you couldn't handle the random player asking for a duel once in a blue moon? Shame on you. Get over yourselves and learn how to block / ignore people.
No, this isn't my first MMO by any means. Infact, it's my 6th (if you considered The Sims Online to be an MMO). I can't tell you how many friends I made in DCUO and WoW by just dueling people, sharing strategies and tips.
It can really kill hours of time, it's fun and a great break from the grind that is eso

In the last game I played with duelling it was not "once in a blue moon" but constantly.Especially if you refused the first time.
After that, sometimes even if I put that person on ignore (and ignore lists are finite things) a few would get their friends to, effectively, DDoS me either by Tells or duel requests.
Yeah. Fun times.
Might be dependent on server? I played on RP-PvP servers for most of my time and the player-base was surprisingly mature.
