1. I want to confirm that recasting 2H Momentum morph Rally while the previous Rally buff is still on will heal you (for a partial amount).

2. Does Heavy Armor passive Rapid Mending increase the healing of Rally, both HOT and final heal?

Yes to both, as that heavy armor passive increases all healing done to you, and the point of rally IS the extra burst heal given when re-casting it during glorious combat

The Rapid Mending effect is not reflected in the Momentum tooltip, though FTC shows that healing has increased.
