What level/Easiest way to become a Vampire?

Am hoping for my new character concept to be a fallen elven Templar who becomes a creature of the night. Do I need to play through to level 50 first before I can become one? Do you fight them as creatures PVE and there is a chance at contracting the disease, and at what level would you have to be to be able to beat them and survive? Also, thinking of forming a Vampire only Guild, but i would have to be one first I am assuming. Any advice would be most welcome, thankyou!

You can become a vampire at any level, however the first level in the vampire skill line takes around 80k exp, then around 100k exp for each skill level up to 10.
What this means is that you will suffer from the negative passives (reduced health regen, increased fire damage) but won't gain any benefit from the positive passives until you start gaining enough exp to level the skill line, around level 25-30.

Also, 10ish seems to be the lowest "recommended" lvl to start the quest

Depends on your playing ability. Newer ESO players might find trying to complete the quest at lvl 10 almost impossible.

Hence "recommended" :-) this is not a hard mmo, so most players should be able to do it if they're careful

Interestingly, while they fairly recently changed the werewolf quest so that the enemies scale down as low as level 12 (previously they would only scale up with your level, so they would never be below level 38), the vampire quest still doesn't scale down.

When I realized that the WW quest now scaled down (by doing it on a level 28 or so character), I figured that the vamp one would too, so i did it on a level 12 character. Yeah, no. I managed it OK with a lot of kiting using a bow and liberal use of Shadowy Disguise, but it was a bit of a shock to see that first mob out of the 10 I needed to kill and realize that this was actually going to be a bit of a challenge.
