GPU - enable multi-core support?

I'm playing on a freshly built uber gaming rig. These are my specs
Windows 7 Home Premium 64 bit
Intel core I7 5930k
16GB DDR4
Sound Blaster Z
Radeon R9 295x2
2TB WD green HD

So here's my problem - I have a dual GPU and ESO is only operating off one core. How do I enable the other for this game? I've dove into Catalyst to make sure crossfire was enabled, if it was necessary considering the card design. I confirmed both cores were active by running 3DMark. But MMOs have a history of not utilizing all the tools without some coaxing. So how do i enable the second 295 core to solidify my FPS at max settings? Without reverting to DX9 please, I'd like to keep this current gen, what with the free upgrade to Win 10 this summer.

Unrelated to your gpu question but if you are looking to squeeze out a few milliseconds here and there from your system, why did you get a WD green? Loading the os and game on an SSD would save more than a few milliseconds during loading screens.

Because it wasn't just milliseconds I was squeezing out and I don't want to buy a SSD for every game. My old rig was 8 years old - texture loading in cities was among the many issues I was having. I had already invested over 2k into this machine and spending hundreds more on SSDs just seems stupid. Hence the 2TB. Now I don't want 1 core in constant 100% usage while the other sits idle so can we get back to the original question?

You're the one who mentioned "uber gaming rig."

A 250GB SSD costs around $120. The WD Green 2TB costs around $80. For $40 more, you could have used an SSD to run your os and have room for 5-6 mmos like ESO while using the hard drive from your old system to store other programs and data. Just saying.

Have you posted anything at AMD's graphics forums? AFAIK both SLI and Xfire need to be optimized at the driver level for any game. You can enable both, again AFAIK, in the driver control panel manually. At least you can with SLI, not sure how you would with Xfire. There is one drawback to manually enabling, it might not be as efficient as it could be, and there's the possibility of artifacts.
