I missed the change in Provisioning since (1.6) or (2.0)??
I had never checked the IP for making VR1-5-10 recipes because you could level to 50 with only L45 recipes.
Before 1.6/2.0 Recipe Improvement Passive 5 opened at L45 in provisioning. Now it is L50 for 5 and 6 so no IP for anything higher than L45 recipes if you are trying to level.
