Two Staffs In 2nd Bar....Why?

Yeah, why they make it possible to put two staffs in the 2nd bar? I know you cant dual wield them but dont know why they got it setup that way. Bar 1 you put your main weapon in and its skills and the 2nd is your other weapon like a resto. staff and its skills but what is the purpose for the 2nd staff slot? Thanks guys.

    ?????

    Seriously?
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

Well, I am not asking why I have two bows, right? :) So two staffs will not scare me :)

    you.....can't dual-wield staff.............

if u have a 2-handed items (like greatsword or a staff), it will FILL UP both slots in each bar.

So, bar 1 got 2 slots. Bar 2 got 2 slots? If u got 2H weapon/staff, it will use both slots in that bar.

So the wand would be sword n shield and be completely useless other than light and heavy attacks
    Or
It'd be considered a staff line and the shield would be cosmetic only

Given that we only ever use the Staff one handed why can't we have a Staff+Shield option?

That is true, the staff is only held by one hand.

Disclaimer: I am old and not as sharp as I use to be so please forgive my stupidity for an issue that you guys might find totally easy and just flat out common sense! For me I feel there is no such thing as a stupid question if your question is sincere and you just dont know. I think everybody has had a DAAAAAAA moment in life so please be nice and just help people out by enlightening them of their blind ignorance. Thnx! ;)

The armor/weapons panel on the left side of the screen was a bit deceptive to me and I figured that the 1st primary weapon was always dual wield daggers and swords and you could only equip 1 two handed weapon which I knew was correct. But for some reason it looked like you could possibly equip 2 staffs in the backup weapon choice. I have never used a 2 handed weapon as my primary weapon so I never really noticed that the 2nd slot would look like you could put another weapon in it. But I noticed for the backup weapon which has always been staff or bow for me that it some how looked like you could equip another staff there. I NEVER believed that you could dual wield a 2 handed weapon so the 2nd slot looked open to me like you could equip a second staff in it. So, I was wondering what good that would do and I never tried to equip a 2nd staff so I didnt know for sure. What I should have done was just try to equip another staff and I would have seen that you could not do it.
I feel that when you have a 2 handed weapon equipped that the 2nd slot next to it should be grayed out and not show a picture of the 2 handed weapon you actually have equipped! That or completely remove the 2nd slot from view when a 2 handed weapon is equipped. For some reason this was misleading for me. In the picture below it appeared as if I could put another staff in it but was not sure what good it would do because I knew that you could not dual wield a 2 handed weapon.

Ahhh... makes more sense now. Yea, if you mouse over the "second slot" while using a 2H weapon, it will show red (indicating that the main slot is taking up both hands).

We all get thrown for a loop sometimes

Of course it should come with a new weapon skill line, like daggers can be two at once where the second one is not just cosmetic only.
