I just want a second account on the same (NA) server so I can have 8 more chars to play with a friend. DO I need to purchase another copy of the game?

That's not possible. I've never used Steam, but here's what I found on the Support site: "Players can purchase more than one copy of The Elder Scrolls Online: Tamriel Unlimited using the same Steam account. However, only one copy of the game can be linked to one Steam account. The "Purchase for myself" option will only be available for the first copy, and then it will be greyed out leaving only the "Purchase as gift" option available for the other copies.
