Do the purchases transfer with your character to the console or will I need to repurchase? Can you sell crafted gear made with the motif you bought? Everything on the store works like the Imperial horse, where all my characters can use it? Excluding the consumables of course but for everything else is account wide usage? (mounts,pets, costumes)

Things you craft with motifs are things you can sell. The only thing you can;t selll is if you make it imperial via the option of the pack. meaning not crafted it imperial but an other style, say altmer, and then convert it.
All the unlocks from the crown store, meaning pets/mounts/costumes are account wide unlocks. This means all characters can use them. Ofcourse drinks and soulgems are consumed on use, but you could split them over the characters if you would like.
The first question Im not sure. I think they will make an one on one copy and that would make it a yes, but I can't confirm that.0
