Yes. Sadly all of the remaining books are in the silver and gold zones. I've even completed the dungeon lorebooks as well as the mages guild lore books.

You can get to Cadwell's Silver before you hit veteran ranks...it's tied to your main quest progression, not your level.

If I recall correct there are also lorebooks you can get during the fighters guild quests. But I'm not 100% sure about that.

yeah they kinda gypped us on progression forcing us to pretty much go to vet to get certain skills up...

You can complete main story at level 45 and then go grab the lorebooks in Silver ... certainly not easy to do without getting a couple more levels before Vet (due to exploration), but it can be done. As previous poster just said, very nice effort.

Cyrodiil has lots of lorebooks taken from lots of the different zones across the three factions- you might find some luck there?

Umm... I thought that the lorebooks respawn too? At least I've found a few in places I most definitely have found them before.

Go to Cyrodiil, Blackwater Blade and look for lorebooks. It's easier to stay alive there than on the veteran campaigns for lower level characters. If you manage to find all of them you will get mages guild skilline to 10. Without having to bother with Crapwells fake treasure. Ah, you're veteran allready. You can always use this advice for a new character.

Yeah, this. It's fixed as to which specific lorebooks appear in which specific spots (and for most of them they appear in I think 3 spots in the same general area - maybe 4). Once you've discovered a particular lorebook, that character will never see that lorebook again, and as such that character will never encounter a lorebook in that specific place again (because it's not possible for a different lorebook to show up there).

Yes, it's mostly 3 of each, sometimes even only one (but that's rare) When I was new to the game I was a bit confused when someone I grouped with wanted to show me a lorebook and I couldn't see it, not knowing that they exist more than just once (and I took it somewhere else already)^^ The more characters I've played, the more I figured it out, and later when I started using that Lorebook addon, it's funny to see them all on the map (like, "I knew it!")
