What to do?

I've finished Cadwell's silver/gold at VR11. I can't solo the quests in Craglorn and no one seems to be grouping for them. I was told the grinding groups pretty much dried up since they nerfed the XP, and I don't PvP. I can solo some of the mob packs in Craglorn, but that seems incredibly slow. I'd really like to get to VR14, if for no other reason than just to say I did it once.
Any suggestions?

steal a lot
join a pve group
craft for money so when theres more things added tou have better money

I got to V11 having finished all quests, I did the Craglorn quests and they only got me to V12

The best exp once all the quests are done is the daily quests in PVP, if you pick the right campaign, you will not see any other players and get to V14 fast.

Or grinding in a V10 zone or a PVP delve
