CP Damage Reduction before Damage Shields

I read somewhere that CP damage reduction like the lady stars that reduce magic damage happen somewhere before or after armor reduction. I was wondering since damage shields have no mitigation does the damage reduction from a CP star reduce the damage before the damage shield is hit?
