Quest bugs in general and waiting for fixes

There are a lot of quest that are still bugged out for players. Some quest bugs even go back from beta. I know Zenimax is trying to fix them but for some reason the fix often not work or it gets worse. And sometimes it only works for some players (or chars) but not for the other.
For now, and this is to my knowledge since launch, the procedure is the players have to make a ticket, submit a bug report or feedback. And then the players have to wait for a response that often takes several days. Or post it here on the forums so devs may take notice of it. In my own experience I received a email from my ticket with the response that Zenimax will try and fix it in some future patch. They could not say when.
Now I get it that some quest are not easy to fix and that Zenimax is trying to get it working. But instead of letting the player just wait for who knows how long, why not simply have the bugged out player submit a ticket. Then GM's or support or who ever has the power can set the player to the next part of that quest so at least the player can continue playing with that quest. I know other mmo's do this and it works great. Also this way Zenimax would get a good idea on what is wrong with the quest and hopefully can create a better fix for it.
