you have only played Skyrim, haven't you? Something i would like to point out, in Arena, Daggerfall, Morrowind, and Oblivion, spells/abilties were a seperate thing from your weapon, just like this game
most, if not all, class skills and mages guild abilities are magic, but do not need a staff to use them. you ARE expected to use weapons, not doing so would be suicidal and REALLY stupid of you to do.
now as far as not HAVING To wield a weapon at all and still be viable, it cannot happen, the system is built the way it is, cannot simply be changed like that.

They can just call the weapon"Magic Hand". To keep staff prominent just make staff potency 2x greater or stronger like 2 hand over one hand. This is coming anyways in spellcraft later on anyway, isn't it?
