Enlightenment working account-wide or per character?

Hi,

I would like to know, whether the enlightenment is account bound or character bound. If you use up your enlightenment with one character and switch to the next one - does the enlightenment get refreshed (meaning enlightenment is character bound) or does it stay used up (account bound)?
Since the introduction of the enlightenment was very buggy, I'm using a poll for a survey.
