i just found one thing
go to C:\Program Files (x86)\Zenimax Online\Launcher
or other folder where your launcher is

open launcher.settings
there is option
"p2pEnabled":false

so if i change to

"p2pEnabled":true

it will work? or its just fake option and launcher will not support p2p?

    You're wanting to enable Pay 2 Play, eh? >:)

    They may have set this up with the intent of ultimately allowing private servers somewhere down the line, like many FPS/MMO's do.

    Just because you don't like the way something is doesn't necessarily make it wrong...

    Earn it.

    IRL'ing for a while for assorted reasons, in forum, and in game.

    It was intended to allow peer-to-peer downloads.

    Most companies do that nowadays to minimize bandwidth requirements (it can be a significant reduction). This has always resulted, however, with some obnoxiously loud players screaming that the game company is using the players' bandwidth without their permission.

    So companies make it optional.

    In any case, it's not implemented in ESO; the BOOLEAN switch in the launcher settings file is a "leftover", kind of like your wife's/girlfriend's/mother's meatloaf.
