Second ability bar unlocking

I thought that the 2nd weapon unlocked at lvl 15. I'm now a lvl 20 and it is still locked. When I press on the lock it says "cannot unlock in your current state". Is there something I need to do to get ability bar to unlock/

I don't remember exactly how it was, but do you already wear a second weapon?

Open your inventory and drag a weapon, any weapon, to the spot below your current weapon in your character avatar (the one that shows your weapons, jewelry, and armor).

You will then be able to place skills in the secondary bar.

Should you ever remove the 2nd weapon, you will not be able to access the 2nd bar until you replace a weapon into that slot, even if you never use it once.

It's one of the less intuitive things they've designed. (You should be able to use secondary skills even if you choose to be weaponless, or keep the same weapon as the first bar, but it's not set up this way.)

Im v11 .. And i still find that if my secondary weapon is unequiped myskill bar(secondary)becomes locked..only solution iv found is drag continually untill it euips..its taken an hour or more before
