Cannot delete launcher folder

Hi

At first I got error code 1032. After I restarted my computer and tried to run the game I also got error code 11 (fatal client error). I sent an email to customer support, in the automatic reply, one of the things suggested is to delete the "launcher" folder and then download it again from the website. (Not the whole game, just the launcher)

However, when I tried to delete the "launcher" folder, I couldn't actually do it. Windows says a program is using a file in this folder so the folder can't be deleted. But no Elder Scrolls Online-related programs or processes were running.

I thought perhaps there might be "hidden processes" that are Elder Scrolls-related which are running that is causing this problem, also people have suggested that error 1032 could be caused by certain Elder Scrolls processes not stopping properly as well. So I downloaded a program called "Process Explorer" which can show "hidden processes" that Windows Task Manager sometimes don't show, but even "Process Explorer" doesn't show any Elder Scrolls processes running.

Any ideas?
