Leveraging CP to make leveling alts less tedious through XP buffs

While I am mostly a PvE player, I do have a few alts I am leveling. I can understand the pain of players who have leveled a few characters already and would like more VR14 class options among their characters for playing end game content, but don't want to repeat the grind.

My suggestion is to add the ability to allocate CP to XP% buffs instead of to constellations. By doing this, the more a player plays the game, the less they have to grind to try a new build. For people who are really far along and who have a ton of CP, leveling could be accelerated the the point that they would consider deleting a VR14 character to try out a different class. There should be diminishing marginal returns for adding more CP, like with all other CP skills, but there should not be a hard cap.

I would also want to see the following restriction: the buff only works on characters who are at a lower level than the highest level character on an account. If this limitation is too hard to implement, then require either a single VR14 character or the completion of Cadwell's Gold for at least one character to unlock. If max level will every be raised, the approach of being restricted to characters lower than your highest level character is the best approach.

One important consideration is that the XP buff should not apply to the accumulation of CP. It should only be a means to decrease the grinding that the most loyal and active players need to do to have alternate builds to use in PvP or other endgame content. With 8 slots, it would be fun to have 2 versions of each class, one stamina based and another magicka based. While I am thinking the buff would also not apply to AP, PvP regulars would probably have a better perspective. I suppose it is also a major grind to unlock all the PvP skills and decreasing that might make sense for those who have already done it so many times. It would be a difficult call to forego the buffs from constellations for an AP buff, so I suppose the cost in combat could make it a balanced trade off. I see no reason to add an inspiration buff. Alchemy leveling for extended duration can be done pretty quick, and that is the only one that really matters in end game content. If you need to max level all your characters in all 6 crafts, you are just OCD. ;)
