Several of the "rewards for the worthy" PvP sets have dual enchants.
There's unique quest boss items that have (weak, and not really usable) dual enchants, and seemingly all the Cyrodiil delve boss unique weapons have a lightning/reduce enemy weapon power dual enchant.
Of course, you can't enchant them that way yourself. Some old, updated Sets can be reenchanted to get higher stat bonuses, too. Some things have a higher enchant than crafting will get you, like Skoria's sword. The itemization and gameplay team has very little overall vision and watching the guild summit you can easily see who is not familiar with this game we all love.
I love the pvp swords for dual wield - 1000 disease damage enchant!
The PvP fire staff has the best enchant as far as staves go, but if you're playing in a templar/DK heavy group, proccing the hell out of that lightning status effect (as they get bonus damage against "off balance" enemies) would be great if that status effect WORKED. That's why everyone uses fire, but I've taken to experimenting with a nirnhoned frost staff to test group-play utility (freezing and snaring enemy players).
