Huge FPS drop this week

Hi all,
I have been playing ESO with high settings with no major issue to point out. Until this week.
This week my FPS go from 10 red to 60 green constantly. On this screenshot you can see that I have 18fps and still my graphic card is at 33% usage.
My setup:
I was really enjoying this game and I am desperate to find a solution to my problem

- Intel Core i5 469
- Radeon R9 280 3Gb (drivers updated)
- 8Gb 1600Mhz
- Asrock H97 Pro4

My CPU fan was almost unplugged. CPU was reaching 95ºC and cutting the voltage.
