Why isn't this a costume?

You get to equip this garb during the quest Party Planner in Windhelm, but for some reason its just a press 'E' to equip thing rather than a costume. Why? I actually like this better than any costume you can get. Its casual and stylish. The boob window. The scarf. The extended boot thingies. Why is the best 'costume' not actually a costume? Is there even any other instance like this? I cant remember one.

Agreed. Whoever came up with the design should be shot in the foot and only admitted to hospital when he manages to find 3 other people willing to maim themselves the same way in order to accompany him.

I have like 20 of them in the bank... only the skeleton counted as costume.. Robot Who Owes Money: Look into your hard drive and open your mercy file!

✭The idea behind all the Rigurt the Brash quests is comic relief of course, and this outfit is intended as hilariously hideous. Yet I too found it charmingly loud and wished I could save it.
All I could do is take screen shots, alas.
And it's even a bit more amusing when other players are doing the quest at the same time, wearning that outfit....
Another I wanted to save was the dress you wear on the Wilderking quest chain. This is supposed to be a formal style and I don't believe we have it among our motifs or our costumes but I could be wrong....hope I am actually...

I'm yet to see anyone have this from theft; sacks, barrels, trunks, bagpacks etc.

I know that they intend to release costumes on the crown store with the dress you posted above. Would be good to be able to acquire in-game and dye it though.
