Simple question:

"Why not introduce "reply" button to mail?"

This way you have to write completely new mail every time.

Exactly. Back in the medieval time period, no one had a reply button on their email, and that's the way they liked it.

Look at these entitled millennials who think they deserve a reply button. Back in my day we typed out our guild mail on the Remmington and took it to the post office! Kids these days just expect instant gratification...

MailR for the win. Reply AND Forward buttons, plus the ability to see sent mail.

There's absolutely no reason for this other than ZOS has chosen to focus on other things.

Addon Developers. Providing things that should have been provided in the standard ESO UI since 2014.

Yes, Mailr is awesome. Mailr is amazing. It also tends to break whenever ZoS decides to do a major update. Core UI elements like those provided in Mailr should not be broken when random game changes take place. They should be part of the core UI.
