They would even have to find the code that shows the name of the person who earned it. I can't even see how anyone could link an achievement they did not earn.
To the OP, this is a non issue. Ask the person if they have done the dungeon, if not then decide if you want to show them how. I can't imagine anyone would lie about this, but maybe they would. And, even if they don't lie about and have done the dungeon before, and gotten the achievement, does it even mean they knew what they were doing at the time? They could have ran it with 3 others who carried them. Or, they were really good in a group with those other people but would otherwise suck with you.
This is why things like Gear Inspection and other things people want to do to make sure someone is worthy enough according to their standards do not work. It is too easy to game the system. If you want to see how someone does in a dungeon, then the only way to do that is to run the dungeon with them. It does not have to be CoA for the test, pick any of them to make this evaluation run.
If you want to run dungeons with experience people join a guild like Dungeon Dwellers, that is their part and parcel and preferred activity.

I agree with what you said but you need to understand that I was not only talking about encounters but for everything...

You should reach out to the Dungeon Dealers guild. You know those videos by @Shunravi and @yodased where they show people sweeping the floor in dungeons? Yep, those guys. If you want some good people to do dungeons with or learn how, talk to them.
