Conclusion...
Mooncalf is being applied to character sheet, but not used in calculations.

i'm pretty sure many of the stamina regen bonuses are out of combat bonuses, unless specifically mentioned.

If you download "harvens extended stats" you will be able to see your in combat stam recov and out of combat (or "idle") stam recov. Hope this helps your testing
