How are players NOT taking damage when fighting the Vulkhel Guard guards?

I was in Vulkhel Guard yesterday, and I saw two players dancing while several guards were attacking them. According to their damage indicators they were not taking any damage! One player was a level 21 and the other a VR11. How is this possible?
Everyone complained about the NB's ability to steal items while cloaked, but this is just as unbalanced. If the guards can't kill you then there is no consequences of getting caught stealing. I consider this an exploit.

✭Every city has two types of guards. There are normal guards like any non "Elite" NPC that does little damage to higher levels. Then there's the guards with the "Elite" status symbols around their name that will WRECK anything they hit. Without actually seeing a video of which they are fighting, my bets on the non "Elite" guards. Those can hit on a V11 all day and do little damage.NA Server - Kildair0 -
RSram✭✭✭✭✭They were "Elite" guards because their health bars were the same as the bosses in the Vet dungeons. In fact, another player was killed instantly when he joined the battle.0
