How to avoid PvP: Don't do actions that provoke PvP.
What provokes PvP in the justice system? Being Kill on Sight by the guards.
How to avoid PvP? Don't be KoS by the guards.

Seriously, with all you people running around sneaking stealing everything in sight, it's kinda immersion breaking and lore hurting.

In fact, I hope they go a step further and make it so that if even PLAYERS see you stealing that it flags the guards and once the guards deal with you, if you so happen become KoS then enjoy your death.

That way I don't have to look at you terrible thieves.

As far as I know, you have to wear a special tabbard or something to enter enforcer mode so you wouldn't be able to follow someone around and troll them, instantly switching to enforcer mode and attacking people. I think it takes a moment or at least it's done in a place where you can't troll. I am not sure.

All I know is that stealing should have consequences. It's not like you lose all your gear if killed by an enforcer. Maybe the stolen loot but not your gear for goodness sakes. That just means go to a fence and get rid of the stuff more often than not.

You could argue that it already has consequences because guards attack you but let's be honest. They are a joke. Yeah you can't kill them but I have never once been killed by a guard. They are SUPER easy to evade.

Enforcers are basically bounty hunters. They exist in lore and in the real world. If you want to take the path of thievery prepare for both the pro's and con's.

ZoS COULD make items or even potions that hide the fact you have a bounty for a minute or so which would help the PvErs somewhat avoid PvP IF they really feel the need to. Obviously it has a C/D so you would have to use it tactically. Similar to the mask from the other Elder Scrolls games that erases your identity so what's you take it off no one knows you are the thief. Cannot remember for the life of me the name of the mask...grey something? Anyways...

I'm 100% for PvP in PvE.

Didn't the last ESO Live with Wheeler state there isn't going to be a PvP portion to the Justice System? Or am I wrong? If I am, please find me the timestamp from the video where it's confirmed. I've slept and drank since watching it.

Ya.... this one has the feeling that they've said "Good enough" when they implemented the justice system and will completely forget about it afterwards.

    Hoping that's not the case...

I think it adds to the immersion.

It's pretty cool going into a house and seeing it getting ransacked by other players. Then I watched as one murderously dashed upstairs and I heard a NPC scream. I am guessing he killed her. lol

it did seem like he said that, but he never said it for sure. he may have a disconnect in communication with teh justice system department and hopefully are still working on the enforcers portion of it.

While I agree with Enforcers being able to actively go after other players with active bounties, I do NOT at all agree that Enforcers should be able to flag a Guard or otherwise initiate combat or whatever with the perp. There are just too many instances where that will cause more trouble than it's worth. If you're that desperate to have some PvP combat go to Cyro.

It's not like only being able to go after other players with active bounties is going to result in 0 conflicts. With as many people playing as there are, there's going to be a decent number of people always in trouble with the law (especially people who enjoy murdering every NPC they come across).
    Character List [RP and PvE]:
Stands-Against-Death: Argonian Magplar Healer - Crafter
Krisiel: Redguard Stamsorc DPS - Literally crazy Werewolf, no like legit insane. She nuts
Kiju Veran: Khajiit Stamblade DPS - Ex-Fighters Guild Suthay who likes to punch things, nicknamed Tinykat
Niralae Elsinal: Altmer Stamsorc DPS - Young Altmer with way too much Magicka
Sarah Lacroix: Breton Magsorc DPS - Fledgling Vampire who drinks too much water
Slondor: Nord Tankblade - TESified verson of Slenderman
Marius Vastino: Imperial <insert role here> - Sarah's apathetic sire who likes to monologue
Delthor Rellenar: Dunmer Magknight DPS - Sarah's ex who's a certified psychopath
Lirawyn Calatare: Altmer Magplar Healer - Traveling performer and bard who's 101% vanilla bean
Gondryn Beldeau: Breton Tankplar - Sarah's Mages Guild mentor and certified badass old person
Gwendolyn Jenelle: Breton Magplar Healer - Friendly healer with a coffee addiction
Soliril Larethian- Altmer Magblade DPS - Blind alchemist who uses animals to see and brews plagues in his spare time
Tevril Rallenar: Dunmer Stamcro DPS - Delthor's "special" younger brother who raises small animals as friends
Celeroth Calatare: Bosmer <insert role here> - Shapeshifting Bosmer with enough sass to fill Valenwood

I really hope not too. It's fairly boring in its current state. Doesn't add much to the game.

That's ok then you just get a few thives together and gank the enforcers before you go robbing.

Ok, for all you Enforcers...please hit the following areas when PvP part of Justice System comes out:

1: The shops in the Davon's Watch Town Square. Spend 5 minutes behind the shops and you will understand why this place needs better enforcement.
2: Bleakrock Village after the Covenant invades. Eiman and Rolunda's house and Captain Rana's office are very easy to thieve once the Covenant invades.
3: The two carts over by the Davon's Watch quest area. Favorite spot for those wanting to play with the Justice System, but too scared to try the shops as I aforementioned.

I can spend hours raiding these 3 areas and not get caught.

    That has to change.
If you can't handle the heat...stay out of the kitchen!

The balance thing scares them so we will see when it gets here if it does ever, hope it does...can start a evil guild called men in dresses for the criminal insane chars of the game, who do crimes to all become kill on sight at once and can gank the enforcer players.

But depending on how it gets done may switch sides and become an enforcer , a reformed werewolf so to speak.

But doubt the pvp will get in before console release if ever

More the original plans for the justice system was to have enforcers and killers/criminals/so on, but the pvp part is pretty much nixed and most people like myself can run around towns and murder people freely without guards ever really being able to catch me

The thing the OP wants is for players to get involved if someone goes kill on sight can kill that person and claim the bounty. or if someone is a criminal for them to be able to hide from other players so they can't see them while they are being criminals and picking pockets, has of right now reguardless if your hidden from npcs players see you do everything

Could be wrong but that is what he seems to be getting at wanting the enforcer thing, or at-least the criminals to be hidden from him while they are picking pockets and meant to be hidden but you see them clear has day

Could be wrong but that is just my take on it

Would be cool if they were letting players go on crime sprees in a time of war, only to introduce the return of The Blades later on to reintroduce order. Not likely but would be cool.

I really think all of you open PVP folks are going to be sorely disapointed with how limited the system will be.

ZOS knows better than to deny PVE only playes access to full enjoyment of the thieves guild and Dark Brotherhood story/guild lines.

EDIT: You aren't winning hearts and minds the way you address the PVE players in this thread (QQ sigh).
