Once you have successfully patched to the latest version, you need to bypass the launcher all together. The location will be system-dependent but find the file called eso.exe in your game directory and make a shortcut to it on the Desktop or on the Taskbar so you can avoid the launcher nonsense.

If the game launches and runs fine, then the problem is the launcher, not the client. You can, if you want, place a shortcut to the installation on your desktop.
Simply run ESO from it's .exe. Problem of crappy launcher solved. Sadly, the problem of crappy launcher design will probably stay.

I have the same issue, the nasty 209 error. Started with Monday's patch. I've never had this problem. The error box doesn't pop up every time I use the launcher so I have to believe it's some issue on their side. I found the 209 instructions on the support page, did three repairs, deleted the three files they suggested, did another repair, rebooted the machine several times as instructed, verified my virus software was not the issue, always run as admin so that wasn't a problem and still it pops up like once every 4-5 times of using the launcher. Sure I can use the eso.exe directly but the launcher has to work properly for updates so I still need to figure out what is going on.
I can still play the game. Just that stupid box keeps popping up making me repair constantly.
Yep Run as Admin worked for me.
If closing and re-opening the launcher a few times still doesn't enable you to play, and assuming you have installed the patch ok, just go to the game folder and run the game from there using the eso.exe file. Bypass the launcher completely. Unless you have a different problem and can't successfully run the game from that file then do not make any repairs and do not re-install the game.

On 2 systems I patched I received the patch manifest error at the end of the process and received the Repair button. Rather than clicking repair I closed the launcher and then restarted the launcher and the Play button was there. The game started fine.
TLDR: Don't click Repair, close Launcher, restart launcher.
