Where can I find Frost Mirriam? Can i get them with the hireling passive only?

Only from provision writs and hireling passive and they are rare then too. (1 in 5 chance and normally only 1-6 of them at a time)

I don't get this stuff as often with the hirelings, but I do get them with Writs fairly often. However certainly not enough to support say a Provisioner making Foods for sale.
