What happens now with the Crown Store if you buy one of the original horses?

Like Baydun, Brown Pain, and Midnight Steeds? They used to give X amount of stat in their respective category. Is it only once per character or is it unlocked for all characters?

They NOW give nothing, just a 'look' in the collection tab.
The horse look is for all characters.

That's... lame so there's literally no difference is stats between the 10k gold horse and the 42k ones besides appearance? Bah!

That is correct. It's absurd they kept the 42k price-tag when they took away the perks that gold paid for.

Keep in mind, these horse styles now compete with the ones they sell in the crown store, and they are account wide. Now before if you bought them on multiple characters , or only run one character, you are out the extra gold. However, new players, or someone who didn't have one of these "skins" yet and had at least 3 characters, they will be paying less per character for the horse than what a basic horse used to cost.

The price per horse is no longer reflected in their advantage over the base horse. The only reason the base hose isn't 42k as well is because ZOS is throwing new players a bone who want a horse early on without spending real money for one in the crown store. This is probably why it was reduced in price from 17k to 10k.
