Beckoning Steel set from pvp bags?

I've heard it comes from pvp bags, but I just wanted to confirm which ones.
I already have the chest piece v14 and necklace v14. I've never bought pvp bags until now, so I want to make sure I'm doing it right.
I need pants, gloves, and belt, so I am buying the Unfathomable Small heavy Armor vr14 boxes. So far I've found that random pants, and gloves come from the small box, so I assume belt will too but I haven't received sets of any kind yet, just normal items with a trait and enchant.
Is this the right box? Is this where the set comes from?
