Just in case this might still be a problem for some people as it was for me.

I had a sound issue where everything in game was fairly quiet even after turning up all audio sliders in the games settings. Looked around for some solutions and tried the Loudness Equalization, changing the speaker configuration to 5.1, and a couple others to no avail

*Fix*
Don't know if this is similar to other Windows systems, but in VIsta:
-Click on the speaker icon next to the task-bar clock, you'll see a volume slider pop up.

-At the bottom of that slider is a blue button for the "Mixer". That will open the Volume Mixer showing a series of volume sliders for the various applications and devices you may be running at that moment.
*Note* You must have ESO running for its volume slider to show up in this Volume Mixer. I never saw it before because I had ESO closed while screwing around with other settings.

-Find ESOs volume slider and turn that sucker up. For me it was almost all the way down.

I have no idea why its volume slider was so low as I've never messed around with that WIndows Volume Mixer thing before. Never had this issue with other games/applications. So I'm guessing maybe its a bug when the game is first started or something?

Anyways, things sound a lot better now. I can make my ears bleed now if I want to, where as before everything was hardly louder than a whisper.

    Good tip!

    For me, however, my ESO volume slider was already all the way to the top (windows 7) and the game is sill quieter then anything else on my computer. I'm gonna see about turning some of other things down. At least system sounds so windows doesn't roar at me if I forget to turn down the volume after playing ESO. I will still have the problem of other games being too loud, compared to this one though.
