I've got Install_ESO.exe on my D: drive, with 900Gb where I want the client to install. I don't want it to install on my C: drive which is a SSD and only has 60Gb to spare now. (I read I needed 80Gb to update the client? But I couldn't get enough room until I removed the original ESO install off the same drive, and it's still not enough room.)

Anyway, I've got Flash Player installed too, but Install_ESO.exe only counts to 100% and then shuts down. It's a great learning exercise for my son, but worthless/pointless as an actual client installer.

What does it take to make the Install_ESO.exe actually install ESO?

This may or may not be helpful, but I had a similar issue. Took forEVER to download, then would give me errors at 100%. I cleared everything from ESO/Zenimax off my computer and started from scratch (I had played in the beta and hadn't uninstalled all the old ESO stuff). That did the trick for me. I didn't have to worry about an SSD, but my husband has one and just installed ESO on a regular hard drive.
