Did you get the game from Steam? If so, then did you get the Code from Steam? Note, even if you get the code from Steam, you still have to redeem it at ZOS.
And, yes, if you bought the game from ZOS, then you have to get the code from ZOS.

Try contacting customer support about the issue here.
It could just be a bad code, normally takes about two days for them to get in touch with you at the longest. I have had a lot of help from them regarding account codes etc in the past.

My (retail) Explorer's Pack was also defective, but support was generous enough to compensate for it, which I am sincerely grateful for. They might be able to do the same for you.
I finally redeemed my game in early March, back when it was still pay-to-play, but I have yet to start playing. I almost did get to play, but my PC died on me, so it's going to take a while for me to join the fun in-game.
Have you tried entering the code on your account page?
Somtimes extra stuff needs to be added seperatly when it's not bought directly of ZOS.
