Vexian✭✭Honestly it's not that big of a deal. I have an imperial Templar that uses bows and twin daggers. The exp bonus is nice early but once you max out the skill it becomes useless. I'd suggest picking the race you want for its other Passover or looks and don't sweat over the weapon proficiency1 -

✭✭✭I say don't even worry about any of the passives. Pick the race because you like it. The looks, the culture, the history, the food, whatever it is you really like about them. Vexian✭✭Most importantly pick the race for the free crafting style. Imperial motif is fairly expensive and you get it for free when choosing it imperial race. Every other playable racial motif is fairly cheap1
