ive just started up my game and it said there was an update and all of a sudden it said something about repair !!!! what is it repairing ????

✭Its probably the patch manifest error.
Try the repair once....if it changes to PLAY...click it.
If it keeps coming back with repair...shut it down and search for the eso.exe file and run that instead.
Seems to be almost guaranteed after every update and hotfix.
Probably the manifest itself is wrong after the update.

Bottom line is that they are investigating. If you tried the offered solutions for error 210 withoiut success, it is recommended to post a ticket.
