As for Steam, they don't co-mingle. If you have codes for Steam, then that is how they have to be used, through Steam. Your friend can get the Imperial Edition through the Crown Store (think I saw it in there), and I believe you can still buy the upgrade through the ZOS store and get the codes that way for the non Steam game.

That is exactly how I had to redeem my Steam Code for my account. You redeem it on the ESO website after making an account. It kind of weird how it works. You can play using the non-Steam install of the game with a Steam Code account. However, you cannot buy Crowns directly from the Crown store on the ESO website if you have an account that was created with a Steam Code - you have to buy through Steam.
