Ring of Preservation Draining Stamina

I was checking my stamina regeneration today after attempting to garner more stamina regen for my magicka based templar tank when I noticed something curious. Standing inside the buff was draining my stamina. I had no other skills active and I wasn't sneaking so I was genuinely perplexed by what was happening.
So I used it several times in a row without stepping outside of the circle or moving or doing anything and I watched my stamina bar go up from regen and down again from standing inside the ring. Eventually the regen overtook the drain but only after the buff wore off. Then I tested it again by casting the spell and standing outside of it and stamina regenerated normally with zero drainage. Is there something I am missing in the tooltip? Is this intended? Anyone else have the same problem?

Probably has checkbox on Customer Service profile that say High Aggro, 99% immunity to BS0
...explains a lot in pvp.
