Conceild Weapons Sneak Attack?

Ever since it came to rely on spell crit it doesn't gives sneak bonus damage anymore. However, I belive this spell should be an exception based on how the skill is meant to be used. It's bonus already seems inferior to surprise attack's armour debuff and surprise attack can hit much harder from stealth.
