Guards giving up?

So I had forgotten to pay off my bounty, and was walking through the streets, when a guard saw me. I stopped, frozen, unable to move, with my hands up, as you do.

"Arkay's beard, it's been a long day!" said the guard, and walked off.

I unfroze, and ran off - right into another guard, freezing again.

"I... envy you," she said, before she, too, turned and left.

I've had this happen once before, when a guard spotted me through a fence but couldn't easily path to me around it. But this time, they were right by me in an open road!

So please, people. think of the guards. It's clear from their words, that they are dispirited, overworked. Let them catch you a few times. Pay your bounties instead of running. It pays their wages.

No. Let them get some exercise and run for once instead of slowly walking their patrol areas.

just triggered a whole host of funny ideas in my head...

1 - what if bounties ACTUALLY affected the quality/quantity of guards? I.E. the more money collected by a particular zone in a particular period of time could increase/decrease the quality/quantity of guards available...

2 - what if people could *donate* to the local guards to make up for a dip in collected bounties?

3 - what if characters WITHOUT bounties could pre-pay bounties (with an extra return - like, say 100 gold got you 125 gold worth of bounty starting a week from now, if you ever got a bounty) to a particular official (creating corruption of a sort in our justice system)

4 - ...this might be going too far, but if the server could record the race/class of various characters actually arrested for having bounties, and have the guards start harassing non-bounty characters of that type of race/class (stopping them for a a pat down) after a period of time...maybe too real?

just imagining ways to dirty up the justice system a little bit - I don't seriously think any of these ought to be actually put in game - but I'm amused by the ideas...

This one always give some gold to guard if he gets caught. J'Raz does not wish harm to people, this one is but a simple Khajit picking up things, small things with litle value that people foiget lying around. This one is not a thief.

Though this one prefers to run if gu8ard does not like him checking guards pockets for lost items.. They take it so personally
