Rare motifs with stealing possible?

Is it possible to get a rare motif from stealing now? I've been stealing like crazy to level up my ledger but have yet to see anything really useful from stealing from containers. A few blue recipes is it and 1 blue motif. I get a bunch of green and blue fence items.
I remember being able to loot at least 1 or 2 rare motifs a week with fairly heavy looting. Now I am a stealing maniac and haven't seen in a few weeks. I did loot a single barbaric from a container in the wilderness (not stolen). So it makes me think that 1) the drop rates are super low now or 2) they can't be looted by stealing (maybe a combo of the two).
Can anyone confirm they can be looted from containers you steal from and if not, where do you loot them now?

✭✭I found a few rare motifs from stealing them out of night stands, dressers, etc. in cities, (Mournhold and another city). Savitar✭✭✭I can personally confirm.. I stole a Imperial Motif last week and had to launder it to be able to use it. It's possible.

✭✭✭✭✭Yes, you can get purple motifs/recipes from stealing. Not sure about pickpocketing, but i know I've pickpocketed blues, so I imagine it's possible to pickpocket purples. But I believe purple recipes are screwing around with the drops seeing that I no longer get rare motifs at the same rate as I used to.House Nyssara (NA)

neueregel✭✭✭From my experience, you get these the same way we did before. The same chests, drawers and so on. The only difference is sometimes, depending on where you are or who is around... you have to steal it. Dont forget to launder it though and not SELL it to the fence! I have never pickpocketed anything other than these new items from npcs... Now that I am maxed, I have no need to pickpocket really... I wish they added real loot to the npc's to pickpocket. Like set items, motifs, recipes and so on...

This is a really meaningless response and I have seen it since the beginning of the release of the game. As if saying RNG means everything is perfectly random all the time.
This has been proven to NOT be the case with ESO. You can have a 20% random chance or a 1% random chance. Both use RNG. When the game first came out the chance to loot rare motifs was significantly higher. Subsequent patch notes confirmed that they lowered the chance to get rare motifs. Thus not all RNG are the same.
