Few ideas to improve Justice system

Currently if you are caught stealing, or your bounty reaches an astronomically high value, you can simply log out and wait for your bounty to revert back to zero. This among many other things causes the thievery in game to be quite bland and boring once the initial novelty has worn off. The following three suggestions would make things a bit more exciting.
  • Once you receive a bounty you are unable to log out normally unless you are in a thieves hideout (haven). If the player needs to log out due to time constraints or losses connection, their character remains in the game world for 15 min performing menial tasks in the area. - this makes it quite interesting to have to get to a haven if you have been stealing and getting caught doing so, and will make things that much more interesting when player bounty's system is added later.
  • If caught pick pocketing or stealing from a container, the local NPC's will shout for guards, and run to attempt to summon a guard to your location. You have until the time the guard can run to your location to make haste and get out of dodge, or risk capture.
  • Drastically increase the line of sight and distance of NPC"s to witness theft, making it much harder to get away with thievery, adding a bit of a danger element to it. Currently it is ridiculously hard to rob everyone in the game blind, and never get caught.

I realize the first suggestion would interfere with people that need to log out due to time constraints etc...

    Or bugs -- not that there have been any problems with that. Leaving characters in the game world outside the control of players for such long periods of time is not a good idea.

    Having NPCs run for guards, however, seems sensible rather than having them stand there saying you have a bounty, then going on about their business as if that's the end of it.

    Some careful adjustments to the stealth mechanics may make some sense, but nerfing stealth too much ("drastically increase the line of sight"?) would make sneaking less appealing and mass slaughter more appealing, and would have wider consequences that wouldn't be positive. Just changing stealth for witnessing theft would also be a kludge the game really doesn't need.

    Just my opinions, of course, but that's what forums are for. :)

    I am not sure if this was a bug or not, but when I got caught taking something inside a the fighters guild. I made it past the guards running, but couldn't LEAVE the building. The "E" to get out would not appear at all!! I even had the guards stunned for about a second.

    What the heck was with that??? In the real world, I would still be able to open the door and run like hell out of it!!

    So yeah, if someone is caught inside, allow them to leave the darned building and try to make their way to the outlaw refuge.

    I was trying this darned justice system out, and this not thought of crap did not make me like it at all. Turned me off of it actually.

    not a fan of your suggestions honestly, but something needs to be added. For one thing, killing a witness should remove the bounty. attacking a character who is alone should not accumulate a bounty. Make the game fun for us murdering thieves, or people that just wanna burn the world.........burn baby burn.

    I've seen some players claim they could get out using invisibility potions, but never tried it myself and don't know if that actually works if guards are on you.

    The entrances to the Outlaws Refuges don't lock during combat, however, so if you're near one, you can use it to escape.

    Thanks for confirming it wasn't a bug. This just officially ends any thing I will do that involves the Justice System from now on.

    You can't use doors or quest items while your in combat. The guard tried to arrest you and you ran, putting you into combat. A simple fix to make it so you can use doors in towns while in combat would fix this.

    ... and I'd like the ability to gank and curb-stomp closet psychopaths who enjoy murdering innocent NPCs.

    Guards however seem to ignore them and cc you anyways.

    So if I log out my character just walks around the area on his own waiting to inevitably get caught and auto-pay the bounty? Getting PvP'd or killed by an npc while offline is your idea of exciting?

    If the problem is people going offline to lose their bounty, why not simply make offline bounties drain slower or not at all?

    Experience should be gained through the justice system. If it's giving any then it's not noticeable. I filled up my inventory with stolen items and sold the maximum amount. I only gained 289xp. Maybe there's a trick to it I don't know but that's absolutely awful xp.

    They should add bag space vendors to outlaws refuges. At the moment it's not possible to increase your bag space if you have huge bounty that'll take months to run out. There's not a single bag space vendor even in Cyrodiil.
