Werewolf Spoted

I was doing the Hozzin's Folly quest on Bleakrock Isle, I had just came out of the mine having completed the mission, and saw this white furred creature, that could only be a werewolf fighting the bandits. It did not seem like it was another player, as it ran off out of the mining camp area, as soon as it had killed the bandits it had been fighting. I wasn't able to get a very good look at it or be able to follow it. Was it another player, or something else?

White werewolf is the Pack Leader morph of the Werewolf Transformation Ultimate. It was another player.

Yeah, white werewolves are definitely another player with pack leader morph.

And that area is very good to level your werewolfishness, since the bandits respawn quickly enough and closely enough together that with killing the bandits and devouring their corpses you can basically stay in doggie form for as long as you can stomach it... (no pun intended) ;)

Or find the werewolf (or vampire) NPC's that spawn (it's rare) in last zone in your faction zone, and get into a fight withem and contract the disease, ( it used to be frowned upon to kill them but nowdays its easyer to a player to bite you) This is how we got lycanthropy and vampirism before everybody and their mother could give out bites.

It is difficult to become WW at low level. The infectous werewolves do indeed only spawn in your fractions last zone before coldharbour around levels 40-45 (The Rift, Reapers March, Bangkorai), though once per week a player can also spread the gift... and you need to get through a little special quest to finalize your transformation...

I heard it can be done with a good deal of help from friends.

And yes, those who know about this in time can stay in hircines hunting ground, be furry for the duration, and kill until they maxed their doggieness. Those who learn about that only later... have to find other places where they can go on a killing/devouring spree.
Since werewolf stuff only levels when you do stuff in werewolf form... but I found for the most part, all you need is a dungeon or area with a good deal of humanoid trash mobs close to each other to pounce-kill-devour again and again.

No, and it hasn't since I first got a ww char in 1.4

1.6 made it a lot easier to get ww at low level, as the quest will now scale down to level 12. I discovered this when I accidentally got bit by a guildmate, and then, decided to give it a go for the lolz, despite having no gear. I was quite stunned when the mammoth went down so easily. It was only afterwards, when I watched the video, that I noticed the mammoth was lvl 12, instead of 38.

The werewolf quest now scales down as well as up. I don't know how far down it goes but I just waltzed through it on my level 25 Sorc and all the mobs in the zone were the same level. I do not know if they have done the same thing for the vamp quest yet.

There's always people in Daggerfall selling werewolf and vampire bites, or offering them for free. Lots of guilds offer it to members as well.

So at least starting it off shouldn't be too hard at low level. And presumably if you get it from a guild member they'll help with the quest too.

If you want to do it on your own, join a guild and find a member in the last zone of your faction and use the travel to player function. Once there google spawn location and run to one. For DC its Bangkorai
I know 2 spots that almost always have vamps (NE of Trolls Toothpick) or werewolves (SW of Hallin's Stand)
    .

If you want a player to turn you, just run to the vamp or werewolf shrine and zone request or ask your guild.

Vamp quest can be done as low as 3 or 5.
All you need to do is kite one vamp at a time up and around the stairs firing either a bow or a destro staff and trying to get dot's to tick :P

That player could have been higher level too, if I remember correctly you just need to get kills in WW form to level WW, doesn't matter the mob level.

That's correct, even killing passive mobs like sheep or frogs will work.

Not now, and this was asked during the last ESO Live. The way it was put is that it isn't planned.

Seriously, they diminish this even further than they already did (as if that were even possible?)

Quest level was supposed to be 42 - that was a low as it was supposed to ever go. We won't get into the fact that low level characters would never be able to out-DPS the regen NPC's don't have, nor the fact that a Level 42 character could pretty much throw a provisioning mat at a level 3 and kill them.

Give the NPC a single ranged attack and this wouldn't be happening anymore...and now they allow it to scale down?

They should just skip the quest, give you an escort to the zone of your choosing (since you wouldn't otherwise survive the encounter), give you your bite hug, sign the book, get the skill line.

Just because you don't like the way something is doesn't necessarily make it wrong...

    Earn it.
