Small immersion addition for Outlaw Refuge

I find it odd that the Outlaw Refuges have no protection/lookouts for the the long arm of the law or local authority. Inside the refuges the entrances are completely unguarded; anyone can come and go as they please, and some of the entrances are pretty obvious and out in the open within some cities (I'm looking at you Evermore's huge Outlaw Refuge gate). I feel as if there should be an NPC or two posted just inside each Outlaw Refuge fulfilling the role of a bouncer, or lookout.

    Maybe the Bouncers ask us for a Pass Phrase. One that we get from an NPC that approaches us after we pilfer our first item or 5. Small mechanic change for a huge amount of Immersion. Introduces peeps to the Refuges and the Larceny side of the JS.

    No Pass Phrase, they get all midevil on us, like the Guards do.

    Funny I saw some spots in the refugees that pretty much look like they are made for adding NPCs in some future update. I presumed that's where the thieves guild will show up someday...

    Bouncers though, that would be a neat idea. Cross-universe fandom bonus points for using very fat orcs with axes in the desert refugee ;):smirk:
