I think some groups (such as the red guilds on Thornblade who catch most of the flak) have a better handle on what to do during the lag: they opt not to use skills with a cast time, or elaborate ground effects, or detailed animations. They stick to the abilities that will register damage once the server catches up; they make the most advantageous move in a highly disadvantageous situation, which is not the same as cheating, or purposefully creating laggy conditions.
Right now, insofar as we can know anything, we know that certain situations contribute to the lag: situations that call for a large number of players to cluster up in combat against a large number of enemy players, and for those players to use skills that will have an impact against their enemies, such as Meteor. It's insane to go back and forth like: "no, YOU were the ones with all the meteors!" like anyone was yelling over TS for their crew to hit the lag button. People use Meteor because it's a hard hitting AoE ultimate that can be used at range. It's a shame that it seems to be a contributing factor to the lag.
edit: how do you spam an ultimate, anyway?

I can post screen shots from innocent ep people on this forum claiming certain ep players claim to know how to lag the server and exploit the lag and have recruited and asked people in zone to do it with them.

No worries. It's not up to the AvA team to fix the problem. The simple solution is just to increase the cost of the utimate, so when it costs more, it is used less, and reflected less, and bring it in line with the other ultimates not being used. The players are forcing the dev's hands in overuse of the ability.
