Extremely Poor Graphics Quality

This is my first time trying to play ESO, so bear with me if this is a simple fix I've managed to miss. When I get to the character creation screen, the attached file shows how things look. I've tried tweaking the graphics settings but nothing seems to remove this muddy, pixelated look. This screenshot was taken on medium settings.

I've had a similar issue with another MMO, Star Trek Online, and the issue ended up being the render resolution was set to less than 1, so in effect it was the opposite of supersampling, and it ended up rendering a much lower resolution than the screen res, and then upscaling it to fit. I haven't been able to find such an option in ESO, though perhaps I'm barking up the wrong tree?
