Is there a reason we don't see crafting writs in cadwell's silver?

Been progressing early vet levels through Cadwell's Silver, and I don't see crafting writs in the major cities (Wayrest in Stormhaven). One of my guildmates mentioned that I had to go back to Coldharbor to pick up new writs. I'm wondering what might be the reason for this.

✭✭I don't know the answer, and it is certainly a PITA to have to visit home alliance to get those writs. However, all six writs are available in Craglorn.PC/NA/DCBreton Sorcerer Maester.White - BB meets GoT >Master Crafter< { 9 Traits completed 4/23/15 }

I just figured it was deliberate. I'll keep an eye on my coldharbour writs to note whether they give VR recipes because they might not.Oooh look, lot's of Butterflies! Wait! Butterflies? Get out of here Sheo, stop bugging me!

Awe✭✭✭IMO, it doesn't matter, where you take the quest.
as a vr 14 I take quests in starting ally zone (2nd, or 3rd, don't remeber exactly), finishing them in craglorn.0 -
SpAEkus✭✭✭✭Taking the writ is not zone specific, only the delivery. The craft skill determines the level requirement and the delivery location by Potency/Material/Solvent/Recipe Improvement.
All my writ boards in AD Silver were available but don't have a Silver in DC.
